FALLING UNEMPLOYMENT INSURANCE PROTECTION
FOR CANADA'S UNEMPLOYED

Summary

Falling Unemployment Insurance Protection for Canada’s Unemployed is an analysis by the Canadian Labour Congress of unemployment and Employment Insurance (EI) beneficiary statistics data purchased from Statistics Canada. Maternity, parental, sickness, and Part II employment benefits are not included in this analysis.

A key measure of protection is the percentage of unemployed who receive EI unemployment benefits (called “UI” for the purpose of this study). This study details the ratios of UI beneficiaries to the number of unemployed from 1990 to 2001 for Canada, for each province and for twenty-four of Canada’s largest cities (census metropolitan areas).

The percentage of unemployed receiving UI is broken down by gender and age. And, for the for the first time, the coverage ratios by gender and age have been calculated for our largest cities.

The study also details the number of UI beneficiaries for each of the 301 ridings from 1990 to 2001 along with a breakdown of beneficiaries’ totals by gender for the years 1997 to 2001. The analysis for the federal ridings contains an estimate of the annual dollar loss for each riding over the 1993 to 2001 period.his is an analysis by the Canadian Labour Congress
